JUDICIAL EXPERIENCE
Since August of 1996, Attorney Humphrey has served as a Newport County Bail Commissioner. Bail Commissioners serve a vital role in our system of justice because they have the responsibility to act as a neutral magistrate at the initiation of criminal proceedings, to make probable cause determinations, to set and take bail at special arraignments, to sign arrest warrants, and to commit individuals to the Adult Correctional Institution “ACI”.
Attorney Humphrey has served as the Municipal Court Judge for the Town of Tiverton. As the Municipal Court Judge, he has original jurisdiction to hear and to decide cases involving local minimum housing standards, traffic violations, and zoning issues.
From 2006 to 2011, Attorney Humphrey served on the Sex Offender Board of Review. The Board is charged with the duty to determine the level of risk a sex offender poses to the community and to assist the Sentencing Court in determining if the offender is a sexually violent predator.
